Palu Tumbuh Ingkari Daya Dukungnya

Kerentanan Kota Palu terhadap gempa bumi dan tsunami telah diketahui sejak 1970-an. Bahkan, J.A. Katili, doktor geologi pertama di Indonesia, yang pernah menjadi Dirjen Pertambangan, berulangkali mengingatkan soal ini. Namun dia tak berdaya menghadapi kemauan penguasa untuk menjadikan Palu sebagai pusat pertumbuhan di Sulteng. Palu terus tumbuh tanpa kendali, dan terutama menarik para pendatang dari berbagai daerah yang tidak mengenal riwayat bencana kota ini. Masyarakat Kaili yg telah mengenal taunami sebagai bombatalu, gempa sebagai linu, dan likuifaksi dengan istilah nalodo, semakin kecil porsinya di kota ini. Mereka kebanyakan tinggal di pedalaman, terutama di Sigi.
Kajian Gegar Prasetya (2001) yang telah dipublikasi di jurnal ilmiah internasional menunjukkan, perulangan tsunami di Selat Makassar hingga Palu mencapai 18 kali sejak 1800. Peta Sumber Gempa Nasional yang diluncurkan KemenPUPR tahun 2017 juga telah mencantumkan ancaman gempa daei sesar Palu Koro. Sedangkan peta kerentanan likuifaksi di Palu telah dibuat Badan Geologi pada tahun 2012. Hampir semua lokasi likuifaksi kali ini berada di zona kerentanan sangat tinggi yang telah dipetakan itu. Namun, kajian risiko ini kebanyakan ditutupi karena dianggap mengganggu investasi. Apa yang terjadi Palu menjadi cermin lemahnya kendali tata ruang dan rezim taya kota yang dikuasai logika ekonomi semata. Bagaimana dengan kota-kota yang lain? Sama saja. Lihat saja Jakarta. Daerah parkir air seperti situ dan rawa-rawa diuruk dan dijadikan perumahan, padahal jelas2 kota ini langganan banjir. Apakah ada yang tahu daerah-daerah yang ditinggali dulu bekas rawa-rawa yg tentu saja rawan likuifaksi kalau gempa? Jangan lupa, daerah-darrah reklamasi adalah zona empuk likuifaksi, seperti terjadi di Jepang saat gempa 2011.
