Mahfud Md: Indonesia Ada Kemajuan, Meski Banyak Korupsi

TEMPO.CO, Jakarta - Menteri Koordinator Bidang Politik, Hukum, dan Keamanan Mahfud Md mengatakan kebijakan ekonomi Indonesia banyak diintervensi oleh politik. Sehingga memicu banyak praktek korupsi.

Korupsi, kata dia, dibangun oleh proses-proses yang secara demokratis benar, tapi substansinya salah. "Kasus-kasus yang kadang kala merugikan tujuan negara itu, ditempuh secara demokrasi melalui proses-proses demokrasi," kata Mahfud dalam diskusi daring, Sabtu, 1 Mei 2021.

Meski begitu, Mahfud meminta masyarakat tak sepenuhnya kecewa terhadap pemerintah yang banyak dinilai koruptif atau bahkan oligarkis. Pasalnya, ia mengatakan dari waktu ke waktu, kemajuan terus dilakukan.

"Tentu kehidupan demokrasi kita harus terus diperbaiki, tapi kemajuan yang sudah dicapai juga tak boleh dinafikan," kata Mahfud.

 Ia menyebut dari sejak era Presiden Soekarno, tingkat kemiskinan terus ditekan dari yang awalnya sangat tinggi, hingga mencapai 11,9 persen pada akhir era Presiden Susilo Bambang Yudhoyono. Di era pertama pemerintahan Presiden Joko Widodo, angka ini terus ditekan hingga 9,1 persen.

Masuk ke periode kedua, Mahfud menyebut tingkat kemiskinan kembali naik ke 9,7 akibat pandemi Covid-19 yang menyerang sejak tahun lalu. "Artinya ada kemajuan meski banyak korupsinya. Indonesia ini kaya raya. Meski dikelola secara koruptif, manfaatnya tetap banyak kepada rakyat. Apalagi jika dikelolanya nanti secara bersih dari korupsi," kata Mahfud.

Mahfud mengatakan korupsi memang bisa dilihat sebagai fenomena pelanggaran hukum. Tapi dalam disertasinya, ia mengatakan baik buruknya hukum itu tergantung pada demokrasi. Ia mengatakan, jika demokrasinya berjalan baik, maka hukum akan baik. Kalau demokrasi buruk, maka hukum juga akan buruk.

"Konfigurasi politik demokratis tampil, hukum akan menjadi responsif. Tapi konfigurasi politik tampil secara otortier dan hegemonik, maka hukum akan tampil sangat-sangat konservatif," kata Mahfud Md.
