Mahfud Md Minta Masyarakat Tak Sepenuhnya Kecewa ke Pemerintah yang Koruptif

PO.CO, Jakarta - Menteri Koordinator Bidang Politik, Hukum, dan Keamanan Mahfud Md meminta masyarakat tak sepenuhnya kecewa kepada pemerintahan yang dinilai koruptif dan oligarki. Sebab, kata dia, ada kemajuan dari waktu ke waktu yang terus dilakukan pemerintah. 

"Tentu kehidupan demokrasi kita harus terus diperbaiki, tapi kemajuan yang sudah dicapai juga tak boleh dinafikan," kata Mahfud, Sabtu, 1 Mei 2021.

Ia menyebut dari sejak era Presiden Soekarno, tingkat kemiskinan terus ditekan dari yang awalnya sangat tinggi, hingga mencapai 11,9 persen pada akhir era Presiden Susilo Bambang Yudhoyono. Di era pertama pemerintahan Presiden Joko Widodo, angka ini terus ditekan hingga 9,1 persen. Masuk ke periode kedua Jokowi, Mahfud menyebut tingkat kemiskinan kembali naik ke 9,7 akibat pandemi Covid-19 yang menyerang sejak tahun lalu.

"Artinya ada kemajuan meski banyak korupsinya. Indonesia ini kaya raya. Meski jika dikelola secara koruptif, itu manfaatnya tetap banyak oleh rakyat. Apalagi jika dikelolanya nanti secara bersih dari korupsi," kata Mahfud.

Mahfud mengatakan korupsi memang bisa dilihat sebagai fenomena pelanggaran hukum. Tapi dalam disertasinya, ia mengatakan baik buruknya hukum itu tergantung pada demokrasinya. Jika demokrasinya berjalan baik, maka hukum akan baik. Kalau demokrasinya buruk, maka hukum juga akan buruk.

"Konfigurasi politik demokratis tampil, hukum akan menjadi responsif. Tapi konfigurasi politik tampil secara otortier dan hegemonik, maka hukum akan tampil sangat-sangat konservatif," kata Mahfud.

Korupsi, kata dia, dibangun oleh proses-proses yang secara demokratis benar, tapi substansinya salah. "Kasus-kasus yang kadang kala merugikan tujuan negara itu, ditempuh secara demokrasi melalui proses-proses demokrasi," kata Mahfud Md.
